A baseline is a normal human, as opposed to mutants, imbued, and any other super-powered human. This includes most of the population of the world.

This category is too general to say much about it. The point of the word is essentially to define "normal," in order to tell what is not normal.

Despite the fact that Whateley Academy is a school for mutants, there are a number of baselines on the staff and in Security. Bladedancer gets some grief for supposedly being the only baseline student, though it is likely she could more accurately be called imbued.
