The Declan Family is Lancer's family. They are a military family, with the father being a career officer. As of 2006, they were stationed at Ft. Bragg, NC.[1]
Roger Declan[]
COL Roger Declan[2] is the father of Hank (Hannah) and Jay.
There was some confusion about his precise rank. When telling his story to the other Kimbas, Hank claimed that "Dad had convinced the Colonel,"[1] suggesting that his rank was lower. But a few months later[2] Breaker and Deadeye "got emails from one Colonel Roger Declan." Eventually, when Hank told Lily the story in more detail, it became clear that at the time of Hank's manifestation his father had just been promoted to Colonel.[3]
It's possible that he's actually a Lieutenant Colonel (which is often abbreviated to just "Colonel"), rather than a "full bird" Colonel, which would make him subordinate to the other. It's also possible that, since COL Declan was just returning from deployment in Iraq,[3] he had to convince the base Colonel who was actually in charge of the involved personnel.

Jay Declan[]
Hank's younger brother. They never got along, even when Hank was Hannah.[4] He convinced SGT Lennox that Hannah/Hank was a dangerous mutant.[3]
