Joseph(Joe) Wilkins, known by the codename of Gizmatic, is a devisor who is the Emperor of Karedonia.  His wife is Lorna(Lana) Wilkins, and they have a single child, Jobe Wilkins. He is a graduate of Whateley Academy

He conquered a small Caribbean island, raised a lot of sea floor around it, named it Karedonia and is now the Emperor. He brainwashed a likely looking girl called Lana[1] into becoming his wife. Their child, Jobe Wilkins, goes to Whateley. He has the Wilkins' "shy chin" and supposedly an Illinois/Indiana accent.[2]

He's an inventor with a large catalog of weapons and other devices. A few that have been mentioned in the stories are the Death Ray 4000,[3] the WF400 Obedience Helmet,[3] the 20K Megawatt Electricity Projector,[4] the Lightning Launcher[5] and the Omnisqueal 5000.[6] He also has robot police to keep control of his island.[7]

In 1969, he was a freshman at Whateley when he attempted to help another tech-track student who was being bullied.[8] It didn't end well for him; due to the injuries he sustained he had to repeat his freshman year, graduating in 1974. In response, he founded the Order of the Worn Wrench.[9]

He had an ongoing feud with Champion III, stemming from when they were both Whateley students. When Champion III was killed, however, he let the feud die instead of carrying it over to Champion IV.[10]

Despite the mutual dislike between him and Dr. DNA, they collaborated in research on request by Lord Paramount.[8]

He's a big fan of Dr. Who, and has made Daleks for the Karedonian police force. He made a couple for special effects, and gave them to the BBC for filming. He also offers them free shooting rights when filming in Karedonia.[11]

He is mentioned in a fair number of stories, but there's only two stories where he actually makes an appearance, and only via some kind of communicator.[12][1]
